PU to streamline affiliation process

To streamline the process of application and grant of affiliation to Panjab University-affiliated colleges,the office of Dean College Development Council has framed its guidelines in accordance with University Grants Commission.

To streamline the process of application and grant of affiliation to Panjab University-affiliated colleges,the office of Dean College Development Council (DCDC) has framed its guidelines in accordance with University Grants Commission (UGC).

These guidelines will not only guide the inspection committee members for affiliation to colleges but also the colleges applying for the affiliation. The guideline booklet being prepared by the office of DCDC will be soon distributed to all 188 affiliated colleges and the members of various inspection committee members constituted for the inspection for affiliation to a new course or further extension of affiliation.

On these guidelines,the Dean College Development Council Naval Kishore said,“These guidelines are a part of University Grants Commission regulation. The main aim of releasing the booklet of affiliation guidelines is to facilitate both the inspection committee members as well as the colleges that would be having detailed information well in advance.” The draft of the guidelines has already been cleared,while the final booklet is to be released soon.

There had been repeated complaints by the colleges,selection committee members as well as Syndicate members alleging irregularities in the inspection process. Thus,the University seeks to put an end on all these allegations and controversies.

In addition to existing UGC regulations,the University had also put a slab for application for affiliation. Thus,breaking the time period in three different slabs with penalty ranging in lakhs of rupees depending on the delay in application received by the college.

In order to further streamline the process,the Vice-Chancellor had also announced the process to be online. All the details of the college,application for affiliation,the inspection committee members,stage of affiliation process in which the college is are said to be put on the official website of the University.

In the recent Principals conference held at the Panjab University,the announcement was made by the Vice-Chancellor asking all the colleges to upload their details on the website.

Major Guidelines

* Undisputed ownership of land measuring not less than 2 acres if it is located in a city and less than 5 acres if it is located in other areas. Academic building sufficient to accommodate the faculty,lecture/seminar rooms and laboratory with a minimum of 15 sq feet per student.

* Library with at least 1000 books or 100 books on different titles on each subject to include both text books and reference books besides two journals per subject along with a book bank for students belonging to the weaker section. Number of teaching and non teaching staff as per University norms.

* Multi purpose complex or an auditorium and facilities for sports,canteen,health care. Appropriate furniture for lecture/seminar rooms,laboratories,library,faculty rooms,rooms for administrative staff ,common rooms,hostels and others.

* Selection committee members should have one expert for each of the subject areas as proposed for affiliation,Dean College Development Council or an equivalent academician of the university,a representative of the higher education department,one of the subject experts at the level of professor as nominated by the Vice-Chancellor to be the chairperson of the committee.

* The report of the inspection committee to be submitted by the chairperson to the university duly filled and signed by all the members. On the basis of the infrastructure and other facilities available at the college,the university will decide the number of seats for each programme in the college.

* If the university decides not to grant affiliation to the college for reasons recorded in writing of its failure to meet the conditions requirements for getting affiliation,the college may apply again within the deadline if it fulfils the conditions but not before six months from the date its earlier application was rejected.
