PU mulls how to send 1 lakh roll nos

With an end to Under Postal Certificate services from January 31 by the postal department

With an end to Under Postal Certificate (UPC) services from January 31 by the postal department,Panjab University (PU) is in a fix over the dispatch of more than a lakh roll numbers to correspondence and private students. The tension level is high as examinations of all undergraduate courses are scheduled to start in a week.

The roll numbers of around 1 lakh private and more than 17,000 students enrolled in 48 different correspondence courses are still waiting to be dispatched from PU. Till date,these were posted with a UPC. This service was used not only as it guaranteed proof for the University that the roll numbers had been posted but also because it carried a legal value.

“It is really a peculiar problem as we have been posting roll numbers to students through UPC. As this service has been stopped by the postal department,the University will have no proof except its own records that the roll numbers have been dispatched,” explained Controller of Examinations Prof A K Bhandari.

The authorities seemed to have analysed all the options available for sending the roll numbers. They cannot be posted using registry post as the postal department has its own limitations in booking registry in such a bulk amount. The maximum number of registry bookings accepted by the post office is around 350-400 per day.

“Even the service of private couriers cannot be used as it would be economically non-viable and also unreliable. The only option left with the university is to dispatch the roll numbers through ordinary post. Time is running out as the compartment examinations of all undergraduate courses start from March 28,while other examinations too are scheduled in the next month,” added Bhandari.

The University had to pay an extra rupee for the UPC but it was more than worth spending this amount,with the legal value attached to it. A fair number of cases come up to the University every year where students claim that they have not received their roll numbers or that the roll numbers have been received after the exams – some even approach consumer courts. In such cases,the University had UPC as a much needed legal record.

“Every year the university has to constitute special cells a few days prior to the examinations for those candidates who have not received their roll numbers. These are publicised through newspapers,examination centres,institutes and circulated on the campus. If the roll numbers are posted through ordinary post without the UPC,it is most likely to put the University in trouble,” revealed one examination branch official.

The roll numbers of college students are sent to the respective colleges from where they collect them. Similar is the case with departments on the campus.
