The Police Complaint Authority (PCA) on Monday recommended suspension of two UT policemen for inaction and for giving a clean chit to a rape accused,calling it grave misconduct in the case. The two are Industrial Area SHO Inspector Malkit Singh and Sub-Inspector Bashir Ahmed,the investigating officer of the case.
On May 6,a 42-year-old woman complained to the police that she had been raped by a 45 year-old-man. The victim,a resident of Sector 56,was employed as a daily wager in the firm where the accused worked. She said that she was raped in the factory premises at around 7:30 am on May 6 when she had gone to demand money that the accused owed her.
The two cops in question allegedly refused to register her complaint and did not send her for a medical examination. The victim alleged that a few days later she was told that an FIR has been registered and made to sign some documents. Some days later she discovered that no FIR had been registered and that her signatures were obtained on blank papers in order to close the matter.
The victim then approached the SSP who ordered a probe. As alleged by the victim,the police gave a clean chit to the rape accused in 24 hours without an investigation, said Global Human Rights Council Chairman Advocate Arvind Thakur.
The PCA ordered a medical examination. After examining the complaint for two months,PCA Chairman N K Aggarwal and members K J Singh and Joyshree Logo stated today that it is a case of grave misconduct. It is ordered that both (the cops) shall be placed under suspension and a major penalty be imposed on them. A departmental enquiry should be initiated immediately.
