In the last annual meeting of the House,the nominated councillors did not vent their ire on a number of issues that they stated had been ignored. Issues like development fund at their disposal,nominated councillors being allowed to propose agendas and their role not to be considered only advisory came up for discussion.
Councillor Dr Pam Rajput said it had been said earlier in the House that nominated councillors are for an advisory role but this should not be the case. We are as much members of the House as the elected representatives. Our opinion should be given equal weightage. Whatever we say should be considered seriously, she said.
While highlighting certain issues,Dr Rajput said the Municipal Corporation had not been able to construct Mahila Bhawan in the last four years. She says,I wish it had not been a resolution in the House and we would have been able to take it from Union Minister Pawan Bansal any time. The women empowerment committee constituted for this purpose received no support and none of its demands were met. I had resigned as the chairperson of the committee. Ward committees do not have even 33 per cent reservation for women.
With there being nine nominated councillors in the House who have the right to vote,the elected representatives did not raise any objection to the issues being discussed.
Meanwhile,councillor Arshad Khan rued that the empowered committee made for the implementation of GIS and GPS had been a waste. No consensus has even been reached on whether the systems are required or not. There is no mandate on whether e-waste is mandate of the civic body or the Administration. He added that the project for dedicated cycling tracks has also not taken off. The malba byelaws have also not been notified.
Councillor Dr A P Sanwaria pointed out that they had demanded that on lines of the ward development fund given to the elected representatives they should also have development funds at their discretion. However,it had been unanimously rejected by the elected representatives. The issue of byelaws for community centres were also taken up. While the draft of the byelaws has been prepared,there was no agreement between the elected and nominated councillors over the composition of the governing body of the community centres. The byelaws were not made part of the agenda for the meeting.
