With focus on skill development, innovation and employability, Saini launches educational, research initiatives

Haryana Chief Minister Nayab Singh Saini on Thursday outlined a series of initiatives aimed at transforming the state into a model of governance, education, and innovation.

Speaking at a programme in Panchkula, Saini said, “the next phase of development will focus on institutional reforms, skill-based education, research-driven policymaking, and citizen participation to ensure sustainable growth and inclusive progress”. He emphasised that “these steps are designed to make governance more responsive, technology-driven, and aligned with the aspirations of citizens”.

Highlighting the state’s commitment to education, Saini launched the National Education Evaluation and Validation (NEEV) portal, a digital platform designed to monitor and strengthen the implementation of the National Education Policy (NEP).

“The portal will enable schools, colleges, and universities to submit data in a phased manner, allowing evidence-based planning and informed decision-making. Alongside this, Memoranda of Understanding under the ‘Gyan Setu’ initiative were signed between the Golden Jubilee Haryana Institute for Fiscal Management and multiple universities to promote collaboration, research integration, and skill-focused institutional capacity building,” a government spokesperson said.

“Haryana’s educational reforms aim to go beyond conventional degree programmes by emphasising skill development, innovation, and employability. These measures are aligned with the Vision Document–2047, which positions education as a central pillar of the state’s long-term development strategy. Universities are being encouraged to design industry-linked training programmes and adopt a digital platform to match workforce needs with academic curricula, ensuring that graduates are job-ready and aligned with emerging economic sectors,” Saini said while speaking on the occasion.

A major milestone highlighted by Saini was the allocation of Rs 20 crore for research in the state budget for the first time. “This fund will support problem-driven research in areas such as urban infrastructure, environmental sustainability, and water management, enabling higher education institutions to directly contribute to policy formulation and practical solutions,” he said.

Saini also outlined the next phase of welfare and economic reforms. “An AI-enabled pre-budget feedback portal will allow citizens to actively participate in budget planning, while agricultural programmes will encourage crop diversification, modern horticulture practices, natural farming, and export-oriented infrastructure to improve farmers’ income,” Saini added.

Emphasising technology-led growth, he urged universities to develop courses in emerging sectors such as artificial intelligence and semiconductors, preparing the state’s workforce for future challenges.

The Chief Minister said that “these initiatives, combined with inclusive governance, citizen engagement, and research-led policymaking, will position Haryana as a national benchmark in education, innovation, and governance. The next decade is about turning vision into action, strengthening institutions, and empowering every citizen to participate in shaping Haryana’s future”.
