Nexus unearthed between Samwartak,2 conduits

On various anomalies,the CBI has thoroughly unearthed the nexus between Samwartak Singh and the two conduits who were arrested for luring a candidate to get her recruited a as teacher in one of the UT government schools.

On various anomalies,the CBI has thoroughly unearthed the nexus between Samwartak Singh and the two conduits who were arrested for luring a candidate to get her recruited a as teacher in one of the UT government schools. Dubbing the entire teachers’ recruitment conducted by the UT nothing but a farce,the CBI has exposed Samwartak Singh’s role in the teachers’ recruitment scam.

Here are a few excerpts from the CBI report (all verbatim,as quoted in the CBI’s report) ……

*Instance,which show a nexus between Samwartak Singh and two conduits in fleecing candidates

“Verification has revealed a very pertinent fact,which has been disclosed by the complainant Kamalpreet Kaur that Jolly had told her on meeting her on September 3,2009,that during the course of interview,a question was asked to her by one of the Interview Board Members as to what the abbreviated form of NCERT means. Surprisingly,the said question was asked to her by one of the Interview Board Members. In fact,this was the first question which was asked to her by one of the interview members. The Board member was none other than Samwartak Singh,the then DPI (Schools).”

*Besides,this,the CBI has also annexed a series of calls and messages exchanged between Samwartak Singh and the two conduits,Jolly and Hardev Singh,to prove a close-knit nexus between the three.

Seven mobile phone numbers,which were used by the three and call records of these mobile phones,have been annexed by the CBI in its report,in the form of a tabulated chart.

The tabulated chart clearly reveals that there was a direct nexus between Hardev Singh,Jolly and Samwartak Singh in fleecing candidates to part with the money for giving them bribes in lieu of appointment as teachers,which have been corroborated from their call details.

It is substantiated that the selection of teachers was not made keeping in view the laid criteria

*Anomalies/ disparities in selection of JBTs

Verification has revealed that there is a unique instance,in which a candidate named Manju (roll no 220122628) scored 1.33 marks out of a total of 40 marks in the objective paper for recruitments to the post of Junior Basic Teacher (JBT). Despite scoring such low marks,she was called for the interview.

*Anomalies/ disparities in descriptive competency test/ subjective papers

The UT has not followed the selection criteria mentioned in the advertisement (dated August,5,2007). The UT selected even those candidates who had failed in the descriptive competency test. As per the criteria,the minimum qualifying marks in subjective papers was 30 per cent. The weightage of the descriptive competency test was 5 marks and 30 per cent of 5 is 1.5 marks. The

UT blatantly violated this criteria and selected candidates who had scored less than 1.5 marks.

A tabulated data of more than two dozen candidates,who had failed in the descriptive test but were selected as teachers,has been attached by the CBI in its inquiry report.

*Huge marks difference in written test and interview

Selected candidates,on the one hand,scored just 35 to 48 per cent marks in the objective test while on the other hand they scored 80 to 95 per cent marks in the interview,which is quite uncommon. A tabulated chart of over 40 such candidates has been attached by the CBI in its inquiry report. They did not do well in the objective type tests but were awarded phenomenal marks in the interviews,enabling them to finally figure in the list of selected candidates.
