Mullanpur master plan includes building height controls,no-development zone

The approved master plan for Mullanpur Local Planning Area includes several special development control regulations such as a no-development zone,special-use zone and building height control measures,in addition to the common development control parameters applicable to the whole of Greater Mohali area,under which Mullanpur falls.

Mullanpur,spread across 6123.7 hectares in 33 villages around the Chandigarh periphery,is set to be the first ‘eco-town’ in Punjab.

According to the special regulations,no building (or even a tree) can come up on any land within a 100-metre radius of the crest of the outer parapet of the Indian Air Force Mullanpur Station,which has been declared as a no-development zone.

Also,there will be no development on the land locked under the Punjab Land Preservation Act (PLPA),1900.

The areas falling within the PLPA,as per the Union government’s notification dated November 4,1999,have been clearly indicated in the land use master plan.

Any development proposed within the PLPA land will first have to be verified with the Department of Forest and Wildlife (Forest branch).

As Mullanpur is situated at the foothills of the Shivalik range and in a highly sensitive ecological area,the master plan intends to have development slope away from the base of the hills to maintain a panoramic view from the top.

Except where land is proposed for development of plots (which allows a maximum height of three stories),other areas such as group housing,

IT parks and area for institutional,mixed use and recreational use are required to adhere to height controls subject to clearance from the Air Force authorities.

The Floor Area Ratio (FAR) for mixed use,industry,business and group housing has been restricted at 1.75 while that for plot housing will be 1.65 and 1.00 for institutions.

Without exception,the planning standards and guidelines as set out in Punjab government gazette dated January 20,2006,have been observed in the master plan.

The guidelines for recreation and sports activities have been laid as 10 acres minimum area required,FAR 5 per cent and 2 per cent,ground coverage 3 per cent and 1 per cent,number of storeys is 2,maximum height 28 feet and hard surface 10 per cent and 5 per cent respectively.

The space standard for hospitals is 5 acres and the approach road should not be less than 60 feet. The earmarked area for Medi-City and the Health Village is 10 acres.
