The Registering and Licensing Authority (RLA) today moved a step closer towards implementing the High Security Registration Number Plates (HSRNP) in the city after the lowest bidder was selected today out of the total three bids received by the department.
According to officials,the financial bids were opened today and after comparing the rates quoted by all the three technically qualified bidders,the lowest bidder (L1) was selected. The name of the selected bid has also been sent to the transport secretary cum Home Secretary Anil Kumar for approval. Once the bid is approved,a letter of intent will be sent to the bidding company and terms and conditions will be set and only after this entire bid is completed,the tender will finally be allotted, said Registering and Licensing Authority cum SDM Parshuram V Kavle.
Earlier,the technical bids were opened yesterday and it was found that all the three bids qualified as per technical specifications mentioned in the tender. It must be mentioned that RLA had received only three bids in response to the tender which was floated by the UT Administration in December 2011 thereby barely managing to make it a legible tender as minimum three bids are required for any tender to be valid.
While the authorities were tightlipped about the lowest bid price,sources say that this time,the prices of HSRNP number plates would be substantially lower owing to tendering process. Insiders say that while the HSRNP number plate for a four-wheeler could be priced between Rs 400-500 as against Rs 675 earlier,the ones for two wheelers are expected to be available at Rs 100-200 as against Rs 300 previously.
Meanwhile the UT Administration is still ahead of time as it has time till March 31 to implement the HSRNP. It was on the directions of the Apex Court that the UT Administration and all the other states were asked to float tenders for allowing vendors to set their shops in states for affixing HSRNPs.
Prior to this,the UT Administration had launched the HSRNPs on August 1 when barely after about a month the process was stalled for not adhering to the guidelines of allowing vendors to affix HSRNPs. Also,one of the three bidders had even in the past set his business here and was affixing HSRNPs on vehicles before the SC had stalled the process. By then about 4,500 vehicles had already got HSRNPs affixed in the city.
