Haryana CM Nayab Singh Saini addressed the Vidhan Sabha regarding recruitment integrity and departmental vacancies. (File)The issue of purported question paper leaks in various government recruitment examinations in Haryana rocked the Vidhan Sabha on Monday.
INLD’s Dabwali MLA Aditya Devilal raised the issue during the Question Hour, asking the government to give details about all such instances and the action taken to prevent such cases.
A) The posts for which the examinations/papers conducted by the Haryana Public Service Commission and Haryana Staff Selection Commission have leaked from 2014 to 2024-25, together with the year-wise and paper-wise details thereof.
B) The recruitment processes that were cancelled due to a paper leak and irregularities found in the recruitment by the Court.
C) The action taken by the Government against officials and other accused who were found involved in the above-mentioned paper leak cases, together with the post-wise names of the said officers/officials and other accused.
D) The details of the cases in which the legal action has been taken/got stayed/got cancelled, together with the year-wise details thereof.
Replying to questions, Chief Minister Nayab Singh Saini said, “There has been no such case in which leakage of paper has been proved. However, in the case of the written test for the 383 posts of Veterinary Surgeon (Group-B) in the Animal Husbandry & Dairying Department, Haryana, on 15.01.2023, some applicants had filed CWP No. 2710 of 2023 in the Punjab & Haryana High Court, making allegations of leakage.
“In compliance with the directions of the Punjab and Haryana High Court on 09.02.2023, the Haryana Public Service Commission requested the Director General of Police, Haryana, to conduct an inquiry into the allegation of paper leakage.
The investigation is still going on. Since the inquiry was taking time, the Commission cancelled the said examination on 17.11.2023, went through the process of subject knowledge test and interview and sent recommendations to the department concerned on 13.06.2024. No Government Officers/Officials at the level of the Haryana Public Service Commission have, to date, been found involved in the allegation of paper leak. Investigation report is awaited.”
Nearly 30 per cent of the posts (uniformed and non-uniformed) have been lying vacant in the Haryana Police Department, Saini said during the Question Hour.
“A total of 84,765 posts (79,063 uniformed and 5,702 non-uniformed posts) of various ranks have been sanctioned to the Police Department, of which 25,631 posts (23,189 uniformed and 2,442 non-uniformed posts) of various ranks are vacant. Permission to fill up 7,310 various categories of vacant posts has been granted by the State Government to the Police Department, and the process of recruitment through HSSC (Haryana Staff Selection Commission) and HPSC (Haryana Public Service Commission) has been initiated.
In addition, proposals to fill 2,908 posts of various categories/ranks are under process with the Government. The Police Department has engaged 11,052 Special Police Officers (SPOs) and 10,196 Home Guard Volunteers (HGVs) to assist the existing police force to maintain law & order”, the chief minister stated in his reply.
a) The total number of sanctioned posts and the number of posts presently lying vacant in the Police Department of the State, together with the district-wise and various categories/ranks-wise details thereof.
b) Whether there is any proposal under consideration of the government to fill these vacant posts; if so, the details thereof togetherwith the time by which these posts are likely to be filled-up; and whether any interim or alternative arrangements have been made by the government to ensure law and order in the state is not adversely affected due to the large number of vacant posts in the Police Department; if so, the details thereof?
