Haryana Vidhan Sabha: Opposition raises issue of ‘paper leaks’ in government recruitment exams, CM Saini says ‘no paper leak proved, yet’

The issue of purported question paper leaks in various government recruitment examinations in Haryana rocked the Winter Session of the Vidhan Sabha on Monday.

INLD’s Dabwali MLA Aditya Devilal raised the issue during the Question Hour, asking the government to give details about all such instances and the action taken by the government to prevent such cases.

Devilal had sought details from the government on four points:

A) The posts for which the examinations/papers conducted by the Haryana Public Service Commission and Haryana Staff Selection Commission have leaked from 2014 to 2024-25, together with the year-wise and paper-wise details thereof.

B) The recruitment processes that were cancelled due to a paper leak and irregularities found in the recruitment by the Court.

C) The action taken by the Government against officials and other accused who were found involved in the above-mentioned paper leak cases, together with the post-wise names of the said officers/officials and other accused.

D) The details of the cases in which the legal action has been taken/ got stayed/ got cancelled, together with the year-wise details thereof.

Replying to the Question, Chief Minister Nayab Singh Saini said, “There has been no such case in which leakage of paper has been proved. However, in the case of the written test for the 383 posts of Veterinary Surgeon (Group-B) in the Animal Husbandry & Dairying Department, Haryana, on 15.01.2023, some applicants had filed CWP No. 2710 of 2023 in the Punjab & Haryana High Court, making allegations of leakage.

“In compliance with the directions of the Punjab and Haryana High Court on 09.02.2023, the Haryana Public Service Commission requested the Director General of Police, Haryana, to conduct an inquiry into the allegation of paper leakage. The investigation is still going on. Since the inquiry was taking time, the Commission cancelled the said examination on 17.11.2023, went through the process of subject knowledge test and interview and sent recommendations to the department concerned on 13.06.2024. No Government Officers/Officials at the level of the Haryana Public Service Commission have till date been found involved in the allegation of paper leak. Investigation report is awaited.”
