HC to post interim orders on its website

Interim orders passed by the Punjab and Haryana High Court will now be made available online on its website www.highcourtchd.gov.in with immediate effect.

Interim orders passed by the Punjab and Haryana High Court will now be made available online on its website http://www.highcourtchd.gov.in with immediate effect. As of now,the interim orders were not posted on the website and the judgments, too, were not uploaded on the same day. Expressing anguish over the delay in posting of judgments,a division bench comprising Chief Justice Mukul Mudgal and Justice Ranjan Gogoi observed on Thursday that interim orders would also be made available on the site from now.

The court said judgments would be posted on the website the same day they had been signed by the bench (single or division). It has been made clear that if the judgment is not posted within the stipulated period, the officials concerned will have to face action. The National Informatics Centre (NIC) will ensure that the interim orders are updated without any delay.

The development took place during the resumed hearing of a public interest litigation (PIL) arising out of a suo motu cognisance taken by the High Court on a judgment of the Supreme Court. The judgment stipulates the need to introduce the system of issuing notices to respondents online. Taking note of the judgment produced by Punjab Additional Advocate General Rupinder Singh Khosla, the High Court had converted it into a public interest litigation. Khosla had also written an official communication to the chief justice, highlighting the delay in uploading judgments and the absence of interim orders online. The chief justice informed Khosla on Thursday that a decision to post the interim orders on the website was already issued to the NIC a month ago. The delay, according to available information,is on part of the NIC.

The offices of Punjab and Haryana advocate generals, which are already connected to the High Court server, will also receive the judgments the moment they are posted on the website.
