HC orders probe into complaints of Haryana social scheme irregularities

Taking strong note of allegations of bungling and manipulations being done in the social welfare and social security schemes introduced by the Haryana State,Justice Permod Kohli of the Punjab and Haryana High Court has ordered a probe. The Deputy Commissioner (DC),Panchkula has been asked to hold an inquiry into the allegations made by a few residents of Haryana.

Haryana has introduced various welfare and social security schemes for grant of pension to senior citizens,widows,visually impaired and handicapped persons as also mother begotten girl children (ladli scheme),unemployment allowances to unemployed youths etc. The petitioners,Sumitra and others,are also the beneficiaries of such social security schemes.

“It is alleged that the pension is found to be paid in cash and signatures of the pensioners/beneficiaries are obtained by the officials and in this manner there is lot of bungling and misuse of the government schemes. In some cases,pension is not paid to the concerned pensioners,but signatures are even forged or pension is drawn by impersonation etc. This seems to be a very serious matter. Before any effective directions are issued,it is deemed appropriate that an inquiry into the allegations made by the petitioners is conducted by responsible officer of the Government,” the order reads.

In view of the above,DC Panchkula has been directed to hold an inquiry into the allegations made by the petitioners and submit his report before the Court by November 1. Petitioners,the Court has ordered,shall be associated with the inquiry to enable the inquiring authority to seek appropriate information in regard to the alleged misuse of the Government schemes. public funds. The directions have been passed on a petition filed by Sumitra and others,residents of Haryana. Notices have been issued to Sub Divisional Magistrate (SDM),Panchkula and DC,Panchkula.

The petitioners have alleged that their pension has been illegally withheld. The petitioners have also demanded that the investigation of the “bungling and larges-cale manipulation” shall be handed over to the Central Bureau of Investigation.
