While the Chandigarh Police has started implementing the Supreme Court (SC) order banning all tinted films with any percentage of tint from the day it came into force (May 4),bureaucrats and officers are still a privileged lot.
While no notices need to be issued,the police claim they have informed all the government departments regarding the implementation of the order. However,government vehicles with tinted glasses can still been seen plying on the city without any of them being penalised by the police.
There is a lot of resentment amongst city residents who allege that the police had just been targeting them while the government vehicles were allowed to ply with the tinted films. While we are issued a challan and the tinted film is removed on the spot,government vehicles can be seen parked at the police headquarters and UT Secretariat. No action is taken against them, said a student of DAV College.
When contacted,Deputy Superintendent of Police (DSP) Vijay Kumar said,We have informed various government departments about the Supreme Court judgment and told them that they would be penalised if they violated the order. Since the order came into effect on May 4,we have penalised both government and private vehicles for the violation.
However,when asked about the number of government vehicles penalised,the DSP said that they had not maintained a separate list for government vehicles.
The apex court order had banned all types of tinted films on the car windows. The order came into effect on Friday. The UT Police has issued over 1,500 challans since the order came into effect.
On Tuesday,400 challans were issued by the Traffic Police,and tinted films were removed from vehicles. A total compounding fee of Rs 1.5 lakh was recovered on the spot .The violation draws a fine of Rs 1,000. The Police Control Room (PCR) staff also issued 181 challans for the same violations.
The SC judgment had banned all kinds of black films with any percentage of tint. As per the order,all tinted films have been banned and only car windows that have been tinted by the manufacturers will be allowed. Films will have have to be removed even if they are within the permissible limits. At present,50 per cent transparency on side windows and 70 per cent on rear and front are allowed.
