Govt cites 122 cases in HC,requests for daily hearings

In the wake of assaults on witnesses of crime cases,the Haryana Police has requested the Punjab and Haryana High Court to expedite trials in 122 cases by holding day-to-day hearings,so that such attacks could be minimised and the lives of the witnesses saved.

At the court,the police have cited 122 cases,where police protection have been given to the witnesses or complainants apprehending threat to their lives. Around 190 personnel have been deployed on security duty only for witnesses and complainants deposing against hardcore criminals in these cases. In a recent communication by Haryana DGP Ranjiv Singh Dalal to the high court registrar,the former has sought directions for subordinate and sessions courts to hold trials of such cases on a day-to-day basis.

“We have asked the high court to at least direct the subordinate trial courts to hold the hearing of these 122 cases,on a daily basis so that the trial could be finished expeditiously and the criminals,if convicted,could be lodged in jails. A lot of paraphernalia,including securitymen,weapons and other logistics are pressed into service for security of witnesses. This carries on for months,sometimes years. If the hearings in at least these 122 cases — the list of which has already been given to the court — can be held daily,it will save a lot of resources and justice will also be delivered soon,” Dalal said.

Haryana Chief Minister Bhupinder Singh Hooda’s home district Rohtak is the one where maximum number of threats are apprehended to the witnesses or complainants. Rohtak is followed by Jhajjar,Sonepat and Gurgaon.

In Hyatpur sarpanch’s murder case,the police have provided 12 personnel and one Police Control Room van to the witnesses deposing in the case. Similarly,around 54 police personnel have been deployed for the security of witnesses in the Mirchpur arson case.

On the other hand,for a case of gang rivalry in Karor village in Rohtak,around a dozen personnel have been permanently stationed at the village to prevent attacks on the witnesses deposing against the Kirshan gang. Similarly,a police post has been constructed in the Manthodi village in Jhajjar,where over 110 residents are facing murder charges.

“If the directions are passed to the subordinate courts,certainly,trials will be expedited. Several times,because of the pendency of trials,we cannot provide security to witnesses in other sensational cases,” said IGP (Law and Order) Mohd Akil.
