Administrative Reforms’ doesn’t exist: Dhaliwal divested of dept after 2 years
Earlier, Dhaliwal was divested of agriculture and rural development department in May 2023 and was was given Administrative Reforms instead. Sources said that Dhaliwal had asked the government for clarity on his portfolio as the department did not have a secretary.

Nearly two years after he was allocated a department that doesn’t exist, Punjab Cabinet minister Kuldeep Singh Dhaliwal was on Friday divested the charge of Administrative Reforms.
Realising it’s mistake, the Punjab government on Friday send out the notification reading, “In partial modification of Punjab government notification No. 2/1/2022-2 Cabinet/2230 dated 23.09.2024, regarding allocation of portfolios among ministers, the Department of Administrative Reforms earlier allotted to Kuldeep Singh Dhaliwal, Cabinet Minister is not in existence as on date. Therefore on the advice of the Chief Minister, the Governor is pleased to make the amendment w.e.f. 07-02-2025.”
With the amendment, Dhaliwal now has only NRI Affairs department with him.

The Punjab government had a department called governance reforms, which has now been renamed the department of Information Technology and it is with Cabinet minister and AAP state chief Aman Arora.
A source said that after Dhaliwal was given the Administrative Reforms, he was asking the government for the Secretary. “However, no officer was posted as the Secretary. He was told that the administrative reforms was a part of governance reforms department only. The department was about ushering the department in the era of information technology. Now, with the notification, the confusion has been sorted.”
When the Aam Aadmi Party government took over the reins of the state, former minister Anmol Gagan Mann was handed over this department and Gurmeet Singh Meet Hayer was given the governance reforms. Meet Hayer was earlier a minister in the Cabinet but he later contested Lok Sabha elections and is now a sitting MP from Sangrur.
