Parliament Winter Session Today Live Updates: The Rajya Sabha Thursday passed the Sustainable Harnessing and Advancement of of Nuclear Energy for Transforming India Bill, 2025 (SHANTI), an atomic energy bill that allows private and foreign companies to enter the nuclear power sector. The legislation marks a major shift for the sector which has so far been controlled by the state.

The Lok Sabha passed the Viksit Bharat – Guarantee for Rozgar and Ajeevika Mission (Gramin) or VB-G RAM G on Thursday amid uproar from the Opposition. Objecting to the bill, Congress MP Priyanka Gandhi Vadra claimed that the proposed legislation would completely finish off the rural employment guarantee scheme MGNREGA. “This bill will finish off the MGNREGA. From whatever perspective you look at the bill, the increasing of work days from 100 days to 125 is their deceit. Anyone who reads the bill carefully would know that this scheme will be finished off in the next few days,” Priyanka Gandhi said. “As soon as the burden will fall on the states, this scheme will slowly be finished off because the state governments do not have enough money, especially the states that need this scheme the most,” she told reporters outside the Parliament. “This is against the poor and labourers, and we will strongly oppose it,” she added.

Securities Market Code Bill introduced in Lok Sabha: Finance Minister Nirmala Sitharaman introduced the Securities Market Code Bill in the Lok Sabha and proposed to refer it to the department-related standing committee for discussion. Arun Nehru (DMK) and Manish Tewari (Congress) opposed the bill at the introduction stage and stated that it gave powers to one body that was against the principle of separation of powers.

Parliament Winter Session Today Live Updates: 'Union Cabinet approved implementation of JJM for five years'

In a written reply to a question in the Rajya Sabha from Trinamool Congress (TMC) MP Bapi Haldar on the outstanding dues to West Bengal under the Jal Jeevan Mission (JJM) and when is it likely to be released, Jal Shakti Minister C R Paatil said the state has been advised to complete the ongoing works from its own resources.

Paatil said the Centre, in partnership with the states and Union territories, is implementing the JJM to provide functional tap-water connections to every rural household.

At the start of the mission in 2019, only 3.23 crore (16.7 per cent) rural households were reported to have tap-water connections. As on December 15, 2025, out of an estimated 19.37 crore rural households in the country, more than 15.76 crore (81.42 per cent) households were provided with Functional Household Tap Connections (FHTCs), he added.

Paatil said in West Bengal, only 2.15 lakh (1.22 per cent) rural households were reported to have tap-water connections at the start of the mission in August 2019. As on December 15, 2025, of the 1.75 crore rural households in the state, around 99.09 lakh (56.46 per cent) rural households have been provided tap-water connections, the minister said.

He said the Union Cabinet had approved the implementation of the JJM for five years, that is, from 2019-20 to 2023-24, and the states were to complete planning, approval, implementation of water supply schemes under the mission in this period.

India stands at a decisive juncture in its energy journey and the nuclear energy bill will shape the civil nuclear sector for generations, ending fragmented governance and creating an investment-ready framework, BJP-nominated member Harsh Vardhan Shringla said on Thursday.

Participating in the debate on the Sustainable Harnessing of Atomic Energy for Transformation (SHANTI) Bill in the Rajya Sabha, the former diplomat said that with electricity demand projected to more than double by 2040 and the country preparing to retire ageing coal assets, nuclear energy becomes indispensable for sustainability, grid stability and energy security.

"The vision of PM Modi is to take the nuclear power sector to 100 GW by 2047. Today we are close to 9 GW. The increase will make India a leading global player in the segment, and for that, we need an investment of over Rs 19 lakh crore and that is not clearly possible in the realm of the public sector. We have to open up to the private sector," Shringla stated.

Sandeep Pathak of the Aam Aadmi Party, meanwhile, questioned if India should focus on expanding nuclear power, or renewable energy.

"Nuclear energy is expensive, complex, and risky. You have to ensure waste management for the whole lifecycle (of the fuel). It is not a small thing," Pathak said.

He pointed out that the BJP had opposed the India-US civil nuclear deal due to foreign involvement, and questioned the change in their stand. "Do you accept the opposition at that time was political not ideological? If it was ideological, do you accept that you have changed your ideology?" he said.

The AAP MP questioned why the government wanted to bring private players in the nuclear power sector.

"Is it for money? Or do you think they will bring technology? We are importing a foreign model without importing their regulatory spine," he said.

"The nuclear supply chain is sought to be removed from the sovereign functions and from the Union of India government's active oversight. There is nothing peaceful, nothing sustainable, nothing transformative about this legislation.

India is third after China and the United States in the prevalence of cancer across the world, and the country is likely to have around 2 million cases by 2040, Minister of State in the Prime Minister's Office Jitendra Singh informed the Rajya Sabha on Thursday.

Responding to supplementaries during the Question Hour, the minister informed the house that the Department of Biotechnology has developed the first-ever HPV vaccine for the treatment of cervical cancer in women, and the government is working to make it available to a larger population at an affordable rate or free of cost.

"It is true that cancer incidence has increased all over the world. If you take the world statistics, we have 20 million cancer patients every year, that is around 2 crore cancer patients every year. In India alone, we have about 1.4 to 1.5 million, which is almost 15 lakh.

"The figure is expected to go up to almost 2 million by 2040 or so, which means nearly 20 lakh. We stand at number 3, after China and the USA, as far as the prevalence of cancer is concerned," Singh told the Rajya Sabha.

"We also require nuclear energy, which is a reliable 24x7 energy source, unlike other renewable energy options," Singh said.

He informed the House that a lot has been done to upscale nuclear energy. Before 2014, the budget of the atomic energy department was just Rs 13,879 crore, which has now increased to Rs 37,483 crore in the current year.

He said that in 2015, this government took another bold decision and opened the nuclear sector for joint ventures, but those were limited to PSUs only and not to the private (players).

In 2017, in a cabinet decision, a bulk approval was given to set up 10 reactors. In September 2025, the Prime Minister laid the foundation of four nuclear reactors, he added.

When this (NDA) government came to power in 2014, the nuclear power capacity was just 4.7 GW; now it is 8.9GW, he pointed out.

He informed that this capacity is just 3 per cent of the required power generation, and to scale it up to at least 10 per cent by 2047, a nuclear energy mission was launched in this budget.

Parliament Winter Session Today Live Updates: Finance Minister Nirmala Sitharaman on Thursday introduced the Securities Market Code Bill in the Lok Sabha and proposed referring it to the department-related standing committee for greater discussion.

Arun Nehru (DMK) and Manish Tewari (Congress) opposed the bill at the introduction stage, saying that it gave excessive powers to one body which was against the principle of separation of powers. They described the bill as a case of excessive delegation of power.

Responding to their claims, the finance minister said since the government is referring it to the standing committee, such details can be discussed by the panel.

Krishna Prasad Tenneti, chairing the proceedings, said the Lok Sabha Speaker has the powers to refer bills to parliamentary panels and he will take a call on the issue.

The Securities Markets Code Bill 2025 seeks to merge the provisions of the Securities and Exchange Board of India Act, 1992, the Depositories Act, 1996 and the Securities Contracts (Regulation) Act, 1956 into a unified code.

It also looks to strengthen investor protection and help boost ease of doing business in the country's financial markets.

Railway Minister Ashwini Vaishnaw on Wednesday told the Lok Sabha that progress on the installation of the Kavach system was "very fast" and 2,000 km of the rail network had been brought under the system.

"The first and most alarming issue is human and wildlife conflict. Wild animals are increasingly entering the coffee plantations causing extensive crop damage and grave threat to human life," she said.

The nominated member said forests in the region have exceeded their carrying capacity, forcing animals into plantations where food is easily available.

Railway minister Ashwini Vaishnaw on Wednesday said it is a "complex task" to carry out station redevelopment without stopping rail traffic.

Responding to a supplementary question during Question Hour, the minister said that in several countries, rail traffic is halted for three to four years while station redevelopment work takes place.

But in India, where 7.5 crore people travel by trains, it is not possible to stop rail traffic.

The Ministry of Railways has launched the Amrit Bharat Station Scheme for the redevelopment of stations with a long-term approach.

The scheme involves the preparation of master plans and their implementation in phases to improve the stations.

"Several opposition MPs have given notices for a Calling Attention Motion on funds owed to states and pollution. We are hoping the notice would be accepted and the discussion would be taken up," an opposition leader said.

A Calling Attention Motion is moved in the House to draw the attention of the government.
