Expressing the necessity of taking appropriate action against legislators responsible for unruly behaviour in the Kerala Assembly on Friday, Governor P Sathasivam on Saturday said the “happenings” would be reported to President Pranab Mukherjee.
In a release to the media, the governor expressed his deep concern about the unfortunate incidents that took place in the Assembly. “The happenings may justify submission of a report by the governor to the President under Article 356 of the Constitution,” said Governor Sathasivam.

The Secretary of the Legislature had reported to the governor that the Speaker’s chair was removed from the dais and thrown into the House Well and even the PA system was destroyed at the behest of the members of the Opposition.
The governor said prima facie it was clear from the Legislature Secretary’s report and other sources that a pandemonium broke out in the Assembly and several members behaved in an unruly manner. It called for “the well considered views and proposals from the government in order to ensure that such things do not happen in the floor of the Assembly in future.”

Sathasivam said the Leader of the Opposition, in his representation, had alleged that it could not be considered that Finance Minister K M Mani presented the budget, and the governor is to consider and clarify whether the budget is not presented.
The BJP also had represented that the budget day proceedings should be declared unconstitutional. Both representations would be forwarded to the President for his consideration, said the release.
VS wants cases against UDF MLAs
Kerala Opposition leader V S Achuthanandan has said criminal cases should be registered against the ruling front legislators and minister who allegedly insulted women legislators of the Opposition, Friday. He said the Opposition will make sure those UDF legislators are punished.
These incidents have proved that Kerala ministers and UDF legislators are vulgar men, he added. Achuthanandan was referring to the alleged conduct of minister Shibu Baby John, MLAs Shivadasan Nair and M A Vahid towards LDF’s women legislators during the chaos in the Assembly.
