Education biggest gainer: 236 new schools, 20,000 more teachers in Delhi

The Education sector proved to the largest gainer in the AAP annual budget for 2015-16 with Finance Minister Manish Sisodia proposing a total expenditure of Rs 9,836 crore for it. With a plan expenditure of Rs 4,570 crore, the sector has seen a 106 per cent rise as compared to Rs 2,219 crore under plan expenditure in the last budget, Sisodia said.

delhi-education-chartThe Delhi government also proposed to set up CCTV cameras in all classrooms of government schools, set up 236 new schools, recruit 20,000 regular teachers and set up incubation centres in universities and colleges to encourage research over the next fiscal year.

Sisodia said the increased budgetary allocation was proof that development of the education sector was the AAP government’s top priority. He said the government’s proposal to allocate more funds to the sector “is not to simply spend this amount, but is an investment in the happiness and prosperity of the future generation.”

Chief Minister Arvind Kejriwal said the budget was for the poor and the middle class. “This budget trusts the people of this country. The more you invest in the people, the more their future will shine. We want to ensure quality education for the poor and modern infrastructure in schools,” Kejriwal said.

Sisodia said in the next fiscal, the government will create 50 model schools by providing them with modern infrastructure which will later be stretched to all 1,011 schools under the Delhi government. To ensure that the quality of education does not suffer owing to poor teacher-student ratio, the government will recruit 20,000 regular teachers in the next year.

“While we reiterate our commitment to provide facilities in government schools and ensure dignity to teachers, we are also taking steps to ensure accountability at school level. We propose to install CCTV cameras in all classrooms of government schools,” Sisodia, who is also the Education minister, said.

Eighty-three school buildings are under construction in which 166 schools can be started in the same premises. Two shifts will also be started in 70 schools currently working in single shifts, he said. The government has also proposed to amend the Delhi School Education Act & Rules, 1973 to bring transparency in the determination of fees in private schools.
