In light of the alleged sexual assault of a research scholar in St Stephen’s College, the Human Resource Development (HRD) Ministry on Thursday issued a notice to Delhi University (DU) to release the complainant’s stipend, change her supervisor and give her access to the college’s chemistry laboratory.

“The HRD ministry has directed DU to ensure that the student gets her stipend, unrestricted access to the lab and that her research supervisor is immediately changed,” an official said.

The notice was issued after CPM Politburo member Brinda Karat, along with the complainant, met HRD Minister Smriti Irani on Thursday afternoon. The complainant had approached Karat on Wednesday along with her lawyers, and representatives of the Association of Old Stephanians.

“I was approached by the girl on Wednesday. She had written a letter narrating the trauma she has been facing. I then sought an appointment with the HRD minister and forwarded the letter to her… The minister said she will look into the accusations against the accused professor and the college principal,” Karat said.

The complainant alleged that the college has not released her stipend since December 2014 at the behest of the accused Satish Kumar, who is also the college bursar, and Principal Valson Thampu.

She has been demanding a change of supervisor for months.

“The matter has been in the news for many days but there has been no response from DU. Since women organisations like the All India Democratic Women’s Association (AIDWA) were already involved in the case, we thought of approaching Karat as she is associated with it,” said Sunil Matthews, the complainant’s lawyer.
