A PHD student of the National Institute of Pharmaceutical Education and Research (NIPER) has sent a letter to Prime Minister Narendra Modi against the Registrar-cum-Chief Vigilance Officer. In his letter, the student demanded that Wing Commander (Rtd.) PJP Singh Waraich, whose tenure ended on July 3, should not be allowed to continue on the post further.
The student who wished not to be named in his letter, the copy of which is with the Chandigarh Newsline, alleged that Waraich was booked by the CBI along with six other NIPER officials including the Director K K Bhutani in a corruption case in January this year and hence should not be given the responsibility of the important post.
The complainant further explained that Waraich was appointed as the registrar of NIPER on June 9, 2011, by a selection committee headed by acting Director K K Bhutani. According to the letter, he was appointed on a contract basis for five years and the term was to be ended on July 3. After the selection of Waraich, his appointment was challenged in Punjab and Haryana High Court in November 2012. The appointment was quashed but later Waraich was allowed to complete his term.
The next hearing of the case is on July 7.
The letter further read, “Since the appointment of the registrar was for a period of five years, which is coming to an end on 03-07-2016, and both Registrar and Officiating Director are hand-in-glove in this matter. We are apprehending that the Officiating Director will extend his contract/services just to misguide the Punjab and Haryana High Court and to benefit registrar for their survival. It is also relevant that both officials are charged for corruption but both of them continue to occupy their positions despite a CBI FIR No. RCCHG2016A0005 dated 14.01.2016. CBI registered a preliminary inquiry PE-CHG2014A0010 and initiated a detailed inquiry in response to petition CWP-14537 of 2012 in Punjab and Haryana High Court.”
While speaking to Chandigarh Newsline Waraich said that the Centre has issued a notification in 2014 and abolished all the contracts and started the process of regularising the employees so his appointment stands valid as per the rule.
Meanwhile, when contacted, Bhutani refused to comment on the issue.
