US Shutdown 2025 LIVE Updates: US President Donald Trump said Thursday he will be meeting with Office of Management and Budget Director Russell Vought to decide which federal agencies could face cuts as the government shutdown drags on for a second day. The government shutdown took place after Senate on Tuesday failed to extend the federal funding during a midnight vote. On the first day of Shutdown, Republicans and Democrats blamed each other for the dysfunction, while iconic landmarks symbolising the nation’s identity — from Pennsylvania’s Liberty Bell to Hawaii’s Pearl Harbor — were shut down temporarily. The Senate required 60 votes to advance the legislation but the final tally of votes stood at 55-to-45, which prompted a federal shutdown.

Non-essential work to be halted: The federal agencies have shared detailed shutdown plans that would close offices that are carrying out scientific research, customer service and other “non-essential activities” and it would lead to tens of thousands of workers going home without pay. Border guards, military personnel and other work which comes under the umbrella of “essential” will continue to stay on the job, but would not get paid until the Congress resolves the dispute.

What lead to the shutdown: The democrats are demanding funding to save health care subsidies that are expiring and sending insurance costs soaring. They want to reverse the Medicaid cuts in President Trump’s mega-bill passed this summer and extend tax credits that make health insurance premiums more affordable for millions of people who purchase through the marketplaces established by the Affordable Care Act. Republicans have called this proposal a nonstarter that would cost taxpayers more than USD 1 trillion and refused to budge.

A deep impasse between Republican President Donald Trump and congressional Democrats has triggered the 15th U.S. government shutdown since 1981. Here's a look at what it will take to reopen the government.

WHAT DO REPUBLICANS WANT?

Trump's Republicans control both the House of Representatives and the Senate, and they have already scored big budget wins this year. The massive legislation called the "One Big Beautiful Bill," passed in July, boosted spending for defense and immigration enforcement, rolled back spending on green energy and other Democratic priorities, while making major cuts in the Medicaid healthcare program for low-income and disabled people to help pay for tax cuts focused mainly on the wealthy.

Republicans also have broadly supported the White House's efforts to claw back money that had already been approved by Congress for foreign aid and public broadcasting, even though that undermines lawmakers' constitutional authority over spending matters.
They have said they would vote for a continuing resolution that would extend funding at current levels through November 21 to allow more time to negotiate a full-year deal.

WHAT DO DEMOCRATS WANT?

As the minority party, Democrats do not have much power. However, Republicans will need at least seven Democratic votes to pass any spending bill out of the Senate, where 60 votes are needed to advance most legislation in the 100-seat chamber.

This time, Democrats are using that leverage to push for renewing expanded healthcare subsidies for people who buy insurance through the Affordable Care Act. Their proposal would make permanent enhanced tax breaks that are otherwise due to expire at the end of the year and make them available to more middle-income households.

If those tax breaks are allowed to expire, health insurance costs will increase dramatically for many of the 24 million Americans who get their coverage through the ACA, according to the nonpartisan Kaiser Family Foundation. The impact would be most acute in Republican-controlled states that have not expanded the Medicaid health plan for the poor.

Democrats also want language inserted into any funding bill that would prohibit Trump from unilaterally ignoring their ACA provisions or temporarily withholding funds. They also want to roll back other restrictions on ACA coverage that were enacted in the "One Big Beautiful Bill."

Those changes would provide health coverage for seven million Americans by 2035, according to the nonpartisan Congressional Budget Office, but also increase government healthcare spending by $662 billion over 10 years. Republicans say they are open to considering a fix for the expiring tax breaks, but say the issue should be handled separately and it was unclear whether their "fix" would differ substantially from the Democrats'.

Republicans have accused Democrats of trying to use the stopgap funding bill to open the gates for government healthcare subsidies for immigrants in the US illegally. Congressional Democrats argue that group of people living in the United States is prohibited by law from receiving such help and that their legislation would not change that.

US Government Shutdown Live Updates: FAA plans to furlough 11,000 employees during US government shutdown

The US Transportation Department has said that more than 11,000 employees at the Federal Aviation Administration (FAA), about a quarter of its staff, would be furloughed if government funding lapses and the adminsitration goes into a shutdown mode.

US airlines have warned that a partial government shutdown could strain American aviation sector and slow flights, as air traffic controllers and security officers would be forced to work without pay and other functions would be halted, Reuters reported.

The White House has launched a shutdown countdown clock on its website and called it a  "Democrat shutdown". The White House website further says, "Americans don't agree with Democrats' actions".

Both Republicans and Democrats have been blaming each other for a government shutdown that could partially affect the services across the sectors in the United States.

US Government Shutdown Live Updates: Senate fails to pass key funding proposal, government nears shutdown

The US government has failed to pass a key funding proposal brought in by the Democrats to fund the government as the administration is now heading for a partial shutdown at midnight on Wednesday. The funding proposal failed to pass the Senate by 55-to-45 vote.

Senate Minority Leader Chuck Schumer, after the Democrats-backed bill failed to pass, said "Democrats remain ready to get to work to negotiate a truly bipartisan agreement to keep the government open."
