The Special Investigation Team (SIT) report,which was handed over by the Ahmedabad metropolitan court to Zakia Jafri today,indicates that the team set up by the Supreme Court disagreed completely with the amicus curiae Raju Ramchandran. The SITs closure report,saying it found no evidence to support Jafris allegations against Chief Minister Narendra Modi,contradicts Ramachandran,who says offences can be made out against Modi for what he allegedly said at the February 27,2002 meeting of top officials after the Godhra incident,on allowing Hindus to vent their anger. Ramchandran feels that offences can be made out against Modi under IPC Section 153A for promoting enmity between groups. He bases this on the statement of suspended IPS officer Sanjiv Bhatt,who claimed he was at the meeting,and on evidence that former ministers I K Jadeja and Ashok Bhatt were present in police control rooms after rioting broke out across Gujarat. Copies of Ramchandrans interim and final reports were put up on the website of the NGO Citizens for Justice and Peace,which is a party in this case. Jafri got a total 68 files running into some 22,000 pages,besides CDs,presumed to contain call record details collected by DIG Rahul Sharma and Sanjiv Bhatt during the riots. Ramchandrans final report of November 2011 says,.The very presence of political personalities unconnected with the Home Portfolio at the Police Control Rooms is circumstantial evidence of the Chief Minister directing,requesting or allowing them to be present. As already noted,the Chairman,SIT (R K Raghavan) himself has found that their positioning in the Police Control Rooms had,at least,the Chief Ministers tacit approval. Jadeja and Bhatt have been accused of stationing themselves in the police control room on February 28,2002,and thus influencing police action. However,a source in the SIT said,Our evidence shows that Ashok Bhatt was in the city police control room for some 15 minutes on March 1,2002,because he was to receive the then union minister of defence George Fernandes. He was to reach the circuit house annexe,but he went to the control room. As for Jadeja,he spent some 45 minutes in the state control room on February 28,2002.
