The UPA government today decided to convene the winter session of Parliament from November 27 but would seek President8217;s approval for issuing the summons only in November just to allow its ministries to get through their ordinances, if any.

The UPA government today decided to convene the winter session of Parliament from November 27 but would seek President8217;s approval for issuing the summons only in November just to allow its ministries to get through their ordinances, if any.

At a meeting of the Cabinet Committee on Political Affairs, chairman Pranab Mukherjee asked all ministries to send their proposals for ordinance before October-end or else, the President could decline to sign the ordinance on grounds that the session was already being called for.

The proposal did not indicate the Bills that could be introduced. Since an ordinance is valid for six months within which the related Bill has to be passed by both Houses, it would give the government that much time to get its decree in effect before it either lapses or gets amended by Parliament. The notice, to be issued in the first week of November, would also give the stipulated 21 days time during which all procedural formalities for convening the session can be completed and summons issued to the members.

The approved dates do not adhere to the April 1955 recommendation of the General Purpose Committee of the Lok Sabha that the winter session be started on November 5 or the fourth day after Diwali, whichever is later. It had fixed December 22 as the end date, which is when this session is stipulated to end.
