
Buoyed over its victory in three states in the recent elections, the Congress will try to corner the ruling BJP on various issues, including poor administration, during the four-day winter session of the Vidhan Sabha beginning Thursday. Given the mood of the Congress MLAs, the session is likely to witness heated discussions.
Some of the most important issues that would dominate the session include the controversy of shifting the site of the Central university, shortage of teachers in various educational institutions, scrapping of the State Administrative Tribunal, removal of VAT on petrol and diesel, condition of roads and public distribution system in the state, said a Congress MLA on the condition of anonymity.
Another senior leader of the party said apart from other issues, their focus will be on poor administration. 8220;Academics is suffering as the government has removed PTA teachers and has not made any fresh appointments,8221; he said.
The issue of the Central university will also echo in the House as the Congress had declared that the university will be opened at Dharamshala during its previous tenure, but the Dhumal government tried to shift it to Dehra, which is part of Hamirpur parliamentary constituency represented by Anurag Thakur, son of CM Prem Kumar Dhumal.
Another major issue is the scrapping of the State Administrative Tribunal. The BJP had promised in its election manifesto that if voted to power it will open two benches of the Tribunal 8212; one at Dharamshala and another at Mandi. However, instead of fulfilling the promise, the government scrapped the Tribunal. Public distribution system and bad condition of roads is another issue that can be used by the Congress to pin down the Dhumal government. 8220;The PDS system is crippled and people are not getting ration at fair price shops,8217;8217; said a Congress MLA, adding that the Congress will also demand removal of VAT on petrol and diesel.
When contacted on phone, Pradesh Congress Committee president Kaul Singh Thakur said the CLP is meeting on Wednesday and will decide the strategy for the session then. Though there are many issues that would be raised, a cut in bus fares is one of them, he said, adding that at the time of increasing bus fares, the government had promised that if petrol and diesel prices come down, bus fare will also be reduced. 8220;Now, it8217;s their moral duty to reduce the bus fare as the prices of petrol and diesel have been lowered,8221; he said.
Meanwhile, all arrangements, have been made for the smooth conduct of the session .
