In a move aimed at freeing up police transfers,postings,promotions and other service-related matters from political influence,the Ministry of Home Affairs has decided to set up a State Security Commission SSC and two Police Establishment Boards PEB in each of the Union Territories.
As first reported by The Indian Express,Delhi will get a SSC and two PEBs by September end. The Union Territory of Chandigarh,too,will have the SSC and PEBs in place shortly. A common SSC and two PEBs will be set up to deal with the remaining UTs,ministry sources said.
While the SSC will lay down the broad polices and evaluate the performance of the police in each of these UTs,the two PEBs will decide all transfers,postings,promotions and all service-related matters. While one PEB will be for the ranks of Inspectors and above,the other will deal with officials of the rank of Sub-Inspectors and below.
This move is in line with the September 2006 Supreme Court directive in the Prakash Singh amp; Others vs Union Of India case on police reforms.
The ministry has also decided to set up a Police Complaints Authority in each UT to provide two-year tenures to key police functionaries,except under exceptional circumstances/administrative exigencies,which would be recorded in writing. Also,police personnel dealing with Law amp; Order will now be separated from the ones engaged in investigative duties.
