Soz swims against tide

WHEN newspapers were being flooded with government advertisements in the run-up to the announcement of the general elections,one ministry stood out for its restraint. The Water Resources Ministry did not issue a single ad trumpeting its achievements. The directions not to issue any advertisemens came from the minister,Saifuddin Soz,himself. Interestingly,his Cabinet colleague,Kapil Sibal,also maintained similar restraint before he was persuaded by some of the officials in his ministry to issue an advertisement
