A shocked Supreme Court on Thursday sought strict measures to curb the free flow of liquor in educational institutions which has been cited as the main reason behind the ragging death of Amann Satya Kachroo at the Tanda Medical College in Himachal Pradesh.

Entire value system has gone, observed the Bench after going through the Raghavan Committees report establishing a link between alcoholism and ragging in Kachroos death. It is shocking what has come in the report. It is more than ragging, the Bench said. In its report,the two-member panel had concluded that alcoholism was the main reason behind the ragging and violence in the college campus,resulting in Kachroos death.
The Bench reserved its order on framing further guidelines to curb ragging. It accepted the panel recommendation that active deaddiction measures be introduced for students found indulging in alcoholism and violence.
The court said it was in favour of the panels suggestion to have psychiatrists in every college to sensitise freshers,senior students and staffs. We will say (in the order) that all state governments will ensure appointment of counsellers in colleges, the Bench said while expressing concern over incidents of violence caused as a result of alcoholism in colleges.
The Bench,which has been monitoring the process to evolve a mechanism to attain zero-tolerance for ragging,also pondered on reasons for alcoholism among children. Is it because of total parental control or total absence of guidance to children? the Bench asked.
Referring to the recent incident in the US in which a gun-wielding school student went on a killing spree,the Bench said corrective measures have to be taken to avoid such incidents here.
The Bench asked Additional Solicitor General Gopal Subramanium,who is assisting the court as amicus curiae in the case,and counsels for Himachal Pradesh and Andhra Pradesh and the Medical Council of India to discuss the panels report and come out with suggestions.
