MP set to get stringent anti-terror law

Madhya Pradesh is all set to enact a legislation that provides death penalty or life imprisonment for those indulging in acts of terror,disruptive activities and organised crimes.

The Madhya Pradesh Terrorism and Disruptive Activities and Control of Organised Crimes Bill,2010 has been tabled in the Assembly.

In 2007,the BJP government had sent a draft of the proposed legislation to the Centre for approval.

However,the Centre returned it without recommending any changes saying its clearance was not required at this stage. The state government was advised to get the Bill passed,seek the Governor8217;s approval and then send it to the President.

The Bill moved by Home Minister Umashankar Gupta said terrorism had endangered unity,peace and secular edifice of society. Contract killings,sale of explosives,kidnapping for ransom,money laundering and other organised crimes were among activities that should be prevented.

Gupta said terror outfits,illegal organisations and organised crime syndicates were using electronic means and for prevention of such crimes as also to collect evidence an effective legislation was needed.

The proposed legislation will remain in force for three years and later extended from time to time. It provides for stringent punishment for those abetting terrorists,organised criminal syndicates and those providing financial assistance.

The victim8217;s death will bring on death penalty or life imprisonment for the offender besides a fine of minimum Rs 5 lakh. Other offences will invoke punishment up to life imprisonment and fine.

Those booked for conspiracy and abetment will be punished with a term ranging between minimum five years and life,and the minimum fine will be Rs five lakh.

Those holding properties and other assets accruing from such activities will face a minimum term of three years and a maximum of life sentence besides a minimum fine of Rs 2 lakh.

Those in possession of explosives,bombs,dynamites,biological and chemical substances will be punished with life sentence and fined a minimum of Rs 10 lakh or both.

Those managing properties on behalf of terrorists and members of organised gangs will get between three and 10 years in prison and fined a minimum of Rs 1 lakh. Such assets will be seized.
