The Centre has launched a mega housing project, aiming for the construction of nearly one lakh houses across the country for the Central Para Military Forces8217; CPMF personnel.

The houses will be constructed through the public-private partnership PPP mode in about four years.

The Ministry of Home Affairs MHA,in consultation with the Central forces like Border Security Force BSF,Central Reserve Police Force CRPF,Indo-Tibetan Border Police ITBP,Sashastra Seema Bal SSB and Assam Rifles AR,has identified 245 sites across the country where land is readily available to begin construction work.

As many as 30 sites have been taken up on pilot project basis and notice for request for qualification RFQ for the sites have been issued. The pre-bid conference for the 30 sites is scheduled for March 29.

The Ministry has appointed M/s Price Waterhouse as the transaction advisor to float the bids. 8220;There will be a provision in the Home Ministry Budget for making payment to the developers on an annuity mode. The remaining nearly 215 sites are also proposed to be launched in four lots on a staggered basis in the financial year 2010-11,8221; the MHA said in a statement.

Besides meeting the housing needs for the Central forces personnel, the provision of additional houses is seen as a measure to boost their morale and motivation, expected to enhance their operational efficiency.

The housing satisfaction level among the Central Para Military Force personnel is 15.4 per cent which is considered low and a demotivating factor. Till now the CPWD has been constructing houses for the Central forces personnel and the pace of construction has been less than required to meet the desired satisfaction level of 25 per cent. On an average about 4,000 houses are added every year, the MHA said.
