Suresh Kalmadi,former chairman of the Commonwealth Games Organising Committee,and his aides had announced the award of contract for Timing,Scoring and Results TSR to the Switzerland-based firm even before bids were invited,said the CBI in its chargesheet filed in a Delhi court on Friday.
Along with Kalmadi,eight others and two firms Swiss Timings Ltd and Hyderabad-based AKR constructions have also been chargesheeted. Since Gem International is a partnership firm,they have not been named.
The trio later conspired to favour the contract to Swiss firm where Madan and Arya played a key role.
Besides Kalmadi,the agency has named OC former secretary general Lalit Bhanot,former director general V K Verma,joint director general sport A S V Prasad,deputy director general procurement Surjit Lal and treasurer M Jeyachandran,who is out on bail.
The three others are A K Reddy,managing director of AKR constructions,and A K Madan and P D Arya of Gem International they all are absconding.
The agency said a sum of Rs 23 crore was allegedly paid by Swiss Timings to Gem International in two parts. While the first part was in the form of consultancy fee by Swiss Timings to Gem,the second was towards the sub- contract which Gem gave to AKR constructions. This is a highly suspicious contract as Gem is a very small firm to provide consultancy to a firm like Swiss Timings, said another CBI official.
The agency also detailed a video recording of a Commonwealth Games Federation CGF meeting held on October 12,2009 where Kalmadi and Verma can be seen announcing the name of Swiss firm for TSR contract. The Swiss firm had applied for the contract on November 4,2009.
