Lt Gen Rameshwar Roy,who had been recalled by the Army in February this year from his posting as Director General of Assam Rifles after complaints of financial impropriety were received,has been cleared of all charges after an internal probe established that forged documents were used to frame him. A Brigadier-level officer is now under the scanner for forgery.
The officer,who is currently appointed as Chief of Staff at the Southern Command,had been accused of using regimental funds of the paramilitary force to the tune of Rs 23,000 for expenses incurred by his wife during official tours.
As first reported by The Indian Express,the officer had been recalled prematurely from the Assam Rifles following the allegations as the Army wanted to pursue the charges. This even though the Ministry of Home Affairs,which controls the paramilitary force,had found no proof of misappropriation.
While the Army probe has cleared Roy of all charges,the case has taken a more serious turn as it has been established that forged documents were used to initiate the case of financial impropriety against him. In one case,sources said,the payments shown to frame the officer actually took place two days before he took charge of the paramilitary force in 2010.
Sources said a Brigadier level officer posted at the Assam Rifles is now under the scanner for forgery. It is not yet clear if action would be taken against this officer who is believed to have had access to expense details of the regimental funds of the paramilitary force.
While in the initial probe,the copies of documents that showed payments made using the regimental funds for the officers wife appeared genuine,a detailed scrutiny established that they had discrepancies that pointed to a clear case of forgery.
Lt Gen Roys exit from the Assam Rifles in February led to a vacancy at the force that is yet to be fulfilled. The force is currently being commanded by Maj Gen R K Lakhanpal who is officiating as the Director General.
