The CBI brass isnt optimistic about the governments proposal to rid the agency of outside influence,particularly since the BJP has come out against it. Given such opposition,it would be difficult to get amendments to the Delhi Special Police Establishment Act,suggested by the government in its affidavit to the supreme Court Wednesday,passed by Parliament,CBI officials said.

This essentially means,the officials added,that the suggested measures would remain on paper,not unlike the Lokpal bill,which also provided for CBIs independence but is stuck for want of consensus.

In its affidavit,the government has listed several measures to ensure CBIs autonomy time-bound sanction to probe public servants,a panel of the PM,leader of opposition and the chief justice to select the director,and a panel of retired judges to monitor probes.

The BJP,however,trashed the suggestions as a farce. Who will select these retired judges to whom the CBI will be accountable? Many are men of integrity wedded to judicial values. Yet there are many who are perpetually seeking post-retirement jobs, senior leader Arun Jaitley wrote in his blog.

The CBI is now waiting for the hearing on the affidavit scheduled for July 10.
