Union Rural Development Minister C P Joshi on Tuesday defended his decision to pack the Central Employment Guarantee Council CEGC the apex body responsible for monitoring the implementation of the NREGS with Congress members,and asserted that he cannot give space to any other political party in the Congress-led government.
We have a political government. I am a minister because my party the Congress is in power the UPA government is supposed to execute policies envisaged by it. You have to rely on the strength of the party to implement the policies. You cannot give space to the other party, he said justifying inducting an overwhelming number of party representatives in the panel.
The Indian Express had reported on September 14 that Joshi had bypassed even seeking the Parliamentary Affairs Ministrys approval and packed the CEGC with Congress members,which included six sitting party MPs,one ex-MP and a Youth Congress activist from Uttar Pradesh.
It is my prerogative as the minister to appoint people on CEGC I cannot be guided by somebody else. Incidentally,his junior ministers Sisir Adhikari Trinamool Congress and Agatha Sangma NCP were not present as Joshi talked about the achievements of his ministry since he took charge.
Joshis assertion regarding his stand of not ceding any space to other political parties in implementing NREGS comes in the backdrop of his earlier statement virtually denigrating state governments of rival political parties in Parliament. Finance Minister Pranab Mukherjee had to publicly snub him on this.
