CHANDIGARH, JUNE 2: The Union Territory of Chandigarh would be the second state in the country, after Tamil Nadu, to implement Article 30 of the Constitution, which provides minorities the right to establish and administer educational institutions.

According to sources, the decision to implement Article 30 for according recognition to minority educational institutions in the Union Territory was taken after a meeting of the National Commission for Minorities member, James Massey, with the Punjab Governor and UT Administrator, Lt Gen B.K.N. Chhibber retd, and other senior UT officials.

Officials disclosed that the Chandigarh Administration is in the process of finalising instructions with regard to setting up and recognition of minority educational institutions in the Union Territory, which would be completed in a week8217;s time.

Sources add that as per the new Chandigarh Minority Schools recognition Instructions, 1999, the educational institutions would be put in different categories.

As per the proposed instructions, minority institutions will have full freedom to run their institutions within the existing framework of instructions, and no unreasonable official control will be exercised on them.Only an effective monitoring arrangement to maintain academic standards will be made.

The minority institution can establish and administer their own educational institutions and protect their language and culture. Such institutes will have freedom to give special consideration to students of their own community. However, compulsory religious teachings would not be permitted. According to the instructions, no minority school, no class in such a school or no course of instruction in a minority school shall be closed by the management without giving written notice to the Director Public Instruction at least six months prior to the closing down.
