
NEW DELHI, SEPT 20: The Telecom Regulatory Authority TRAI today raised some fresh questions regarding the MTNL8217;s proposed new mobile phone service using wireless in local loop WLL technology. The TRAI had cleared the use of this technology for providing normal landline telephone services but has reserved its order for the mobile service as applied by MTNL.
The TRAI has raised questions about the working of the costing of this service by MTNL. According to the MTNL8217;s tariff submitted to the TRAI for clearance, they had sought clearance for a tariff of Rs 1.40 for a three- minute call on this mobile phone. However, the TRAI has now sought whether these costs are low because of cross-subsidisation from its profits in running other services like the basic services.
The TRAI has also sought to know how MTNL would implement the Calling Party Pays CPP and how the revenue would be shared in such a case with a private basic operator. Under the CPP, callers calling cellphones or the mobile WLL phone in this case, are required to pay four times the amount charged for a normal three-minute call. This revenue is then shared between the cellphone operator and the basic operator.
The TRAI is now likely to release a consultation paper on the issue for a wider discussion following its normal process of open houses. This could imply a wait of over a month for MTNL before it gets the green signal for launching its 8220;poor man8217;s cellular phone8221;.
WLL use cleared
TRAI has already cleared use of wireless technology WLL for providing basic service normal landline phones. This will be useful in areas where there is more demand and lack of cables which are normally dubbed TNF technically non-feasible. This will help clearing of waiting lists in localised pockets.
