When the India-Africa summit meeting took place in Delhi a month ago, everything was dressed up for the occasion. Literally. Even the personnel from Delhi Police and Central security agencies. Deputed for liaison duty to the African delegations, scores of police personnel were asked to don new civvies they were to stitch against a promised Rs 5,000 per person reimbursement from the summit expenses. Four weeks later, the money is yet to come and the cops are grumbling. Last heard, Anand Sharma, minister in-charge of the event, was busy evading the disaffected party.
