
Union Home Minister Shivraj Patil said here today that between 2 to 16 per cent of the GDP of various South Asian countries is lost every year due to natural disasters. He said that a dollar spent on mitigating disasters saves five dollars to be spent subsequently on relief and reconstruction.
8220;These are huge losses which cannot be accepted,8221; Patil said at the Regional Dialogue on Disaster Risk Reduction and Management in South Asia organised by the National Institute of Disaster Management. The focus was on cooperation and identifying critical gaps in the existing infrastructure that would help in effective tackling of disasters.
Patil gave an account of the 8220;paradigm shift8221; in the government8217;s policy on disaster management even as he explained that risk reduction was an issue of development and not just of relief and rehabilitation that has been incorporated in the 10th Five-Year Plan and would be followed in a 8220;vigorous and effective manner8221; in the subsequent plan.
Further, Patil informed that the framework of disaster management has been developed by an expert group which would be considered for approval at the 14th SAARC summit in New Delhi next year. It is based on the Hyogo Framework of Action that was adopted at the World Convention of Disaster Reduction held in Japan last year.
