UP draft voter list out: 12.55 crore voters make the cut, 2.89 crore deleted after SIR

Deceased voters comprised 46.23 lakh (2.99%) of deletions and those who shifted were 2.17 crore (14.06%).

A total of 12.55 crore voters have made it to Uttar Pradesh’s draft electoral roll, released by the Election Commission of India on Tuesday following the Special Intensive Revision (SIR) exercise.

The state saw 2.89 crore deletions, or 18.70% of the electorate, from the rolls — topping the total number of uncollectable voters in the country.

The deletions are on account of electors being marked deceased, shifted/absent or enrolled at multiple places, among others.

UP Chief Electoral Officer (CEO) Navdeep Rinwa said the 2.89 crore names are those whom Booth Level Officers (BLOs) could not locate or whose enumeration forms they didn’t receive. He said these electors had either permanently shifted from their earlier residence, were found missing or absent from the polling area concerned, or failed to submit the forms by December 26, 2025.

Data showed that: 

-Those who shifted or were absent were 2.17 crore (14.06%) 

-Deceased voters comprised 46.23 lakh (2.99%) 

-Those who were registered in more than one place were 25.57 lakh voters (1.65%).

Rinwa said even among the names on the draft list, mapping could not be done for 8.5%. “Such people will start receiving notices from today. The notice will contain a list of documents that they can submit for inclusion in the final list,” he said.

Claims and objections will be received from January 6 to February 6. Resolution of claims will be done by authorities from January 26 to February 27. The final publication of the voter list will be on March 6.

The Election Commission had postponed the publication of the UP draft roll from December 31 to January 6. “… in UP, there were a large number of deletions — about 2.97 crore. Thus, we asked for another 15-day extension for UP from the EC. The field exercise ended on December 26,” said Rinwa, adding that during the extended deadline, they were able to add another 8 lakh into the list.

This was the third change in the SIR schedule in Uttar Pradesh since the exercise started in 12 states/Union Territories on October 27 last year. The first one was on November 30, when the EC extended the enumeration phase for all 12 states/UTs by one week from December 4 to December 11. Then, on December 11, the EC had extended the enumeration deadline further for six states/UT, including UP — which was given the longest extension of all states (two weeks).
