MUMBAI, December 23: The process of selection of constables to the post of police sub-inspectors in the state today came under sharp focus as the Bombay High Court heard a group of seven-odd petitions challenging the validity of the departmental examination which decides the fate of over 100 candidates every year.

While clubbing the petitions and placing them for hearing on January 15, the division bench of S H Kapadia and A P Shah directed that the petitioners submit a summary of their grievances/suggestions. The petitioners8217; main grievance relates to the oral interview conducted by the selection board which accounts for 100 marks of the total 600. Of these 100 marks, 20 marks are left to the discretion of chairperson of the selection committee. The petitioners allege that this leaves ample scope for the chairperson to favour certain candidates.

They point out that the records of these interviews clearly show that the chairpersons are often biased. Extraneous considerations often dominate the selection.For instance, constables who worked as orderlies/assistants at the residences of senior police officials, stand a better chance of making it. The petitioners have alleged that marks were written by pencil by the chairperson during the interview, and changes8217; were effected later.

Several petitions against such malpractices were filed before the Maharashtra Administrative Tribunal MAT sometime back. MAT, however, dismissed a majority of them and ruled that only a select set of constables/naiks be allowed to go in for a fresh interview. The aggrieved constables have now moved the high court.

The outcome of these petitions holds tremendous significance for the constabulary of the state, especially considering the fact that departmental interviews have not been held since 1990 which has led to a tremendous backlog.
