NEW DELHI, AUGUST 13: The All India Confederation of SC-ST organisations on Thursday called for non-cooperation during the independence day celebrations this year in protest against the non-implementation of the reservation policy guaranteed by the Indian Constitution.

Addressing a press conference Ram Raj, president of the Confederation said that reservation is not an alm or a concession but a right emanating from the Poona Pact 1932 . However the reservation policy has not been effectively implemented even after 50 years since independence, he added.

And ironically the Department of Personnel and Training issued five anti-reservation office memoranda in 1997, which led to the dilution of the reservation policy . The proceedings of the Lok Sabha were stalled on 17th and 18th March over the issue of reservation and the prime minister had assured on the floor of the House that the anti-reservation orders would be withdrawn.

The prime minister had also assured that suitable legislation would be broughtfor effective implementation of the reservation policy and an affidavit would be filed in the Supreme Court for favourable hearing in the matter. But the Department of Personnel and Training has filed an affidavit unfavourable to the Dalits, Ram Raj pointed out.

The failure of the Government to act on the assurances given by the prime minister had forced the Confederation to call for non-coperation in the independence day celebrations this year, Secretary General Brahampal added.
