CHANDIGARH, July 8: Directing the respondents to comply with the Punjab and Haryana High Court orders on the public interest litigation seeking the regulation of traffic and pollution control, Justice Swatanter Kumar today verbally asked the UT Administration to ensure the removal of red lights on private vehicles by July 12.

Taking up the PIL, Justice Kumar also asked the UT Administration, in the open court, to supply the list of the VIPs and private car owners permitted to install the red lights.

Asking the Administration to quot;actquot; and quot;not to harass the publicquot;, Justice Kumar also directed them to take appropriate measures against the sale of helmets in black. Justice Kumar further directed the Administration to formulate alternate schemes quot;so that the basic objective of the judgment was not defeatedquot;.

The Judge also permitted the Haryana Advocate General, besides Punjab Deputy Advocate General, to file status report regarding the compliance of the order in the court.

Justice Kumar also questioned the Administration regarding the non-compliance of the High Court orders even after the vacation of the stay in December last year. The UT Deputy Commissioner-cum-estate officer Ramashekhar was also present in the court.

Justice Kumar further quizzed the Administration as to why the zebra crossings had not been painted in the city, besides the demolition of two shops in Sector 24.

The case will now come up on July 13 for further hearing. The application seeking exemption for women from wearing helmets will also be taken up on the same date.

The High Court, in the order pronounced on July 9 last year, had made helmets compulsory for both men and women riders and those on the pillion. Persons wearing turbans had, however, been granted exemption.

The use of black films had also been banned. Exemption was provided only for security reasons. The High Court had also directed the introduction of one way traffic in Sector 24 and 17 and the commercial sectors in the City within 15 days.

The Court had further ordered the demolition of two shops constructed on the road in Sector 24 and the restoration of the road to the original as they were an hindrance to the free flow of traffic.

The High Court bench, comprising Justice Sat Pal and Justice Swatanter Kumar, had also directed the punching of licence for each traffic offence. Licences were also made compulsory for conductors. The Administration was also told to demarcate parking areas in each sector for vehicles within a month.

Banning the use of musical, even power, horns, the Court had also ordered all vehicles, light and heavy, to carry first-aid boxes. The speed limit for heavy and light vehicles was also directed to be displayed.
