NEW DELHI, MAR 31: The present condition of policeforces in the country was the result of continuing government apathy and non-fulfilment of their needs, says former CBI Director Joginder Singh.

Speaking at a book release function here last night,Singh said "the rampant corruption in the force is the result of negligence by successive governments and lack of a sincere reform process for the law enforcing agency."

Even the Britishers were dissatisfied with the police, hesaid adding "the first Police Commission in 1902-03 had put forward several recommendations to remove corruption, which had inflicted it deeply even then, but no suitable measures were taken and the police carried on from there."

The recommendations of the 1977 commission, whichwas the last Police Commission, had also remained confined to papers only, he said.

The Book, authored by retired IPS officer and formerDirector General of UP police Ramesh Chandra Dikshit, was unveiled by Delhi Police Commissioner Ajay Raj Sharma and is a collection of articles penned over a decade to intiate steps to make the face of police more humane and responsive to the people.

It analyses the working conditions of the police forceand also suggests better ways of policing.
