Expressing hope that the Lok Sabha elections will be held in a peaceful atmosphere in J-K, Prime Minister A.B. Vajpayee today ruled out any talks with the separatist groups outside the framework of the Constitution.

Addressing a well-attended election rally here this evening Vajpayee said his government had asked the separatists groups to participate in the elections but they refused and said that they have no faith in the elections.

Without mentioning to the separatists8217; demand for a referendum, Vajpayee made it clear that any election or talks regarding J-K will be held within the framework of the Constitution.

On free and fair polls in the state, he said his government had ensured that in the last Assembly elections too. He said after the Emergency, free and fare elections were held in 1977 but then there were complaints of rigging.

Referring to the controversial J038;K Permanent Reservation Disqualification Bill, Vajpayee stressed the need of consensus on the issue. 8216;8216;It is necessary for all the parties concerned to sit together and solve the issue because it is related to women8217;s rights,8217;8217; he said.
