The Centre is keen to ensure that the legislation for 27 per cent OBC reservations in higher-education institutions goes through in this session itself. While the Parliamentary Affairs Minister has said as much, there has been speculation over its implementation, whether the full quota will be introduced in one go or whether it will be calibrated.

The draft Quota Bill is in the throes of its third avatar incorporating suggestions and amendments from all Ministries concerned. But Arjun Singh8217;s HRD Ministry is keen to go the whole way and ensure the full quota as promised to SC/STs, and OBCs in public and private institutions from the next academic year.

HRD officials argue that to not bring in the legislation enabling the amendment made to Article 15 of the Constitution in January this year would also mean that reservations for just SC/STs in private institutions wouldn8217;t be possible in the next session.

They say that to be seen not enabling at least SC/ST reservations would be politically untenable. Sources say that the matter of OBC reservations is only something that has been 8220;tagged onto8221; the matter of SC/ST reservations in private institutes.

Indications are that the Prime Minister is keen to wait for the Veerappa Moily Oversight Committee8217;s final report on the matter expected only at the end of August8212;after the monsoon session8212;and hence the matter may be deferred.

But it is believed that the Oversight Committee8217;s Interim report may be released as early as Friday. This will serve to bridge the divide in the government on the way the reservation issue needs to be dealt with.
