Following the World Bank8217;s WB8217;s observation that state government departments are overstaffed, the UP government has come up a novel idea to keep both the financial institution and its employees happy.

The WB had also suggested that at least two per cent of the burden should be cleared every year. So the government issued a Government Order on January 4 stating that employees could avail a leave of five years and will be free to work elsewhere during that period. They will get half of their monthly salary.

8216;8216;Their posts will be kept vacant during the period of five years and even the seniority of the employees availing the scheme will be maintained. They will be taken back in all possibility,8217;8217; the government said. The government is anyway observing a total ban on fresh recruitments for the past several years.

Unfortunately for Chief Minister Mayawati, the response hasn8217;t been encouraging so far. None of the 12 lakh employees the state has has opted for the scheme for obvious apprehensions of losing the job. 8216;8216;There is no request for getting included into the scheme so far,8217;8217; said Secretariate Employees Union president T.N. Mishra.

The state government has to spent nearly Rs 1,000 crore every month on salaries and another Rs 180 crore on pensions. That adds up to nearly Rs 1,200 crore. There8217;s already a yawning gap of nearly Rs 4,000 crore between the revenue and expenditure.
