New schemes to provide infrastructure in extremist-affected areas and train police personnel in counter-insurgency were part of the 2008-09 Budget that hiked the allocation for the Union Home Ministry in an effort to tackle the internal security situation.
The Rs 25,923.18 crore-allocation in this year’s Budget is about Rs 4,200 crore more than last year. This includes funds for police modernisation and additional allocation for central paramilitary forces. The Plan allocation for the ministry under the 11th Five Year Plan stands at nearly Rs 7,000 crore, a manifold increase over the 10th Plan figure of Rs 1,355 crore.
The new schemes that today’s Budget provides for include Rs 100 crore for critical infrastructure like roads in extremist affected areas and Rs 210 crore for crime and criminal tracking network and systems. The crime-tracking network envisages automation of police stations, smoother retrieval of information and sharing of information. The Government is keen that funds under this scheme are spent on time and has already sought specific proposals from states, official sources said.
Funds have also been allocated for counter-insurgency and anti-terrorist schools (Rs 12 crore); education, training and research (Rs 47.17 crore) and criminal investigation and vigilance (Rs 35.16 crore). The allocation for works on the Indo-Pak border has nearly doubled to Rs 124 crore.
