CHANDIGARH, Aug 5: Haryana today revised the house rent allowance HRA, city compensatory allowance CCA, medical allowance and loan limits of its employees with effect from January 1, 1998. The revision will put an additional burden of Rs 30.95 crore on the state exchequer. It has also decided to grant loan for purchase of computer.

Disclosing this here today Finance Minister Charan Dass Shorewala said the HRA had been increased by 25 per cent across the board on the rates applicable on February 1, 1996. The employees would also be entitled to city compensatory allowance of three per cent of basic pay subject to a minimum of Rs 100 and a maximum of Rs 200 for capital cities and 1.5 per cent of basic pay subject to a maximum of Rs 100 in cities with over one lakh population.

Besides, the medical allowance of Rs 125 has been increased by 25 per cent. The cycle allowance for Class IV employees had been revised to Rs 30 as against Rs 20 per month. The Finance Minister said the government had revised the house building advance HBA for construction of house and purchase of built up house to 50 months8217; basic pay subject to a maximum of 7.5 lakh recoverable in 150 monthly installments. Earlier, the employees were getting 80 months8217; basic pay subject to a maximum of Rs 3.5 lakh recoverable in 150 months.

The advance for repair of house has been revised from 12 months8217; basic pay plus special pay recoverable in 96 equal monthly installments to eight months basic pay subject to a maximum of Rs one lakh recoverable in 96 month installments.

The advance for extension of house would be 12 months8217; basic pay subject to a maximum of Rs 1.8 lakh recoverable in 96 monthly installments. However, maximum under HBA all combined should not be more than Rs 10 lakh. The government has also revised the advance for purchase of plot to 60 per cent of total admissibility of HBA in the revised scales, according to the Minister.

The loan for purchase of motor car had been revised to Rs 1.80 lakh or the actual price of the vehicle whichever is less recoverable in 100 installments. The eligibility for car loan has been revised from basic pay of Rs 3,000 to Rs 10,000. The loan limit for purchase of motorcycle and scooter has been revised to Rs 30,000 and Rs 20,000, respectively or actual price of vehicle whichever is less.

The two-wheeler loan will be recovered in 100 installments. Now, the eligibility would be a basic pay of Rs 4,000 as against Rs 1,200 in the pre-revised scales. Besides, the government has decided to grant a loan of Rs 80,000 for computer to those entitled to car loan.
