GANDHINAGAR, JULY 18: Alarmed by the illegal constructions that contributed to the unprecedented flooding in Ahmedabad, the state government is considering demolition of constructions in cellars of high-rise buildings in the city. It has also decided to new formulate new development control regulation DCR to check such constructions. The DCRs will be out by the month-end.

Admitting that unauthorised constructions have mushroomed in Ahmedabad, Minister of State for Urban Development Parmanand Khattar told The Indian Express that cellars in all housing and commercial complexes were flooded by the heavy rains. 8220;Now under the new DCRs, we have decided not to allow any construction in the cellars,8221; he said.

The Government is also considering increasing the minimum area of a plot for high-rise constructions from the present 1,500 metres to 2,000 metres, with a view to leaving enough space around the buildings.

Khattar explained that earlier there were separate DCRs for different cities but now there would be only two sets of regulations, one for Ahmedabad, Vadodara and Surat 8212; classified as A type cities 8212; and another for Rajkot, Jamnagar and Bhavnagar 8212; B type of cities. 8220;If we have common DCRs, it is better to exercise control and ensure proper implementation of rules,8221; Khattar said.

Asked how the Government would implement new rules when even existing rules were being violated, Khattar claimed that a mechanism was being worked out to fix responsibility for illegal structures. He said the Government was thinking of demolishing constructions in cellars but said a final decision was yet to be taken. He said the Government would also undertake a survey of high-rise buildings in Ahmedabad to assess the extent of illegal constructions.
