CHANDIGARH, Jan 3: The Ambassador of Finland to India, Banjamin Bassin, will speak on quot;Security for Europe in the 21st Century: A Finnish Perspectivequot; at the ICCSR Complex at Panjab University, on Monday, according a university press release.
