BATHINDA, Nov 19: The Punjab unit of the People8217;s Union for Civil Liberties has expressed concern over the working style of the government-sponsored National Human Rights Commission for its dependence on the reports submitted by the police.In a statement issued here today, it was asked, quot;Had the police been fair in its dealing, what was the need for such a commission ?quot; The members of the union claimed that it had submitted a list of 41 persons allegedly killed by the police in fake encounters in Bathinda district during 1991-92, four years ago. Due to the time bar the commission had taken up only two cases out of 41 and the union had been intimated about it through a letter, last month.It further alleged that the NHRC had closed all the cases on the basis of fake reports submitted by the police officers, the violators of human rights. The PUCL has advocated the idea of a non-government independent commission to expose and curb the ever increasing cases of human rights violations.
